====== Command Avatar ======
An order is given to an Avatar! This ability allows avatars to go about the monumental things that they do.

Command Avatar allows an avatar to perform any one of the following list of actions per turn plus any number of mortal actions (leading armies, etc.)
  * Command City
  * Create Order
  * Command Order
  * Create City
  * Corrupt/Purify City
  * Create Race (may only be used once per avatar)
  * Gather an army
  * Shape Land
  * Shape Climate

===== Cost =====
  * **1st age** - 2 points
  * **2nd age** - 1 points
  * **3rd age** - 1 points

===== Notes =====
  * As a house rule, Avatars are unable to use the '[[create_race|Create Race]]' ability until the beginning of the 2nd age. This is to prevent people from circumnavigating the very high cost of create race in the first age. If you want a race in that age, you're going to have to pay for it.
