Thankfully next door were the Terrans, and had to do very little in the way of hiding his true form from them. He doubted they would respond well to a fox who was more fluff than flesh, but his brilliant white fur worked in his favor. Finding a government completely at odds with what Corvo would need, he spread the belief of rule from the people, and that it should be the people who interpret the beliefs of their founders, not one man who claims power by force. True, he fudged the situation a bit and exaggerated minor grievances, but he was sure that it would be a slow transition from monarchy to any sort of democratic system anyways. The Order of The Third Tail is less of an official group and more of a public sentiment in its current incarnation.
