Create Race
This power allows a race to rise up upon the lands. The new race may be of any sort that the creator can devise. However, all special abilities that are mechanically relevant must be purchased as civilization or city advances.
Cost
- 1st age - 22 points
- 2nd age - 6 points
- 3rd age - 15 points
Notes
-Newly created races automatically create a Order associated with them
