====== Advance City ======

Advance City enables a City to develop and become the greatest in the world at something. This can be anything from military technology to political savvy to great magics or even something as simple as basket weaving. Once a city has gained an advance no other race can overtake them in that exact area unless the advance is lost such as through a catastrophe or destruction of that city. Further, advances that are applicable can provide a +1 bonus on army combat rolls for combats associated with that city.
